W&M finalized threshold determination analysis of Toxic Release Inventory reports for RY 2011 using the TRI-MEweb program for a client recently. W&M also assisted in certifying client officials with registering for the EPA’s Central Data eXchange (CDX) program. W&M has provided due diligence services, Leaking Petroleum Storage Tank (LPST) site assessments, Texas Risk Reduction Program (TRRP) site assessments and reporting, tank removal, remediation design/oversight, and obtained regulatory closure at mulitiple facilities for our client throughout Texas (as well as OK, KS, AR, and Jamaica). W&M’s work with our client was instrumental in obtaining regulatory closure of Service Operations Centers in the following locations: Fort Worth, Arlington, Dallas, Austin, Midland, Houston, Corpus Christi, Richardson, Longview, McKinney, San Antonio, Tomball, Huntsville, Midlothian, and Pittsburg.

W&M assisted potentially responsible parties (PRP) in the closure of former battery disposal facility in Palmer, Texas. This site contained approximately 20,000 cubic yards of battery casing chips and other battery related waste materials. W&M conducted field investigations to delineate the environmental impacts, developed a site closure acceptable to the TCEQ, prepared plans and specifications to implement closure plan, assisted with selection of remediation contractor, and performed confirmation sampling and regulatory coordination. The remediation plan consisted of a RCRA-type solid waste management unit (SWMU) consolidating on-site waste materials and impacted soils. The SWMU was capped using on-site clay and the site was issued a VCP Final Certificate of Completion. W&M significantly reduces site closure costs by keeping the wastes on site (no off-site disposal) and utilizing Tier II calculations to minimize on-site excavation volumes.

W&M performed a wide range of environmental services for this former copper wire manufacturer while it was still in operation and after it was shut down and ultimately sold to a real estate investor. W&M provided a full range of environmental services to this facility while it was still in operation including development of their SWP3, SPCC plans, asbestos surveys, Petroleum Storage Tank (PST) management, removal and closure of Leaking PSTs (LPSTs), and general regulatory assistance (e. g., waste classification). Following plant shut down, W&M assisted the client with Phase II sampling, remediation of impacted soil, and closure through the TCEQ Correction Action Program. The Site has been cleaned up and closed and ultimately sold to an investor.

W&M has worked on a wide range of projects at a secondary lead smelter in North Texas (hazardous waste Transfer, Storage and Disposal facility). Our work has included Phase II Investigations, remediation of impacted soil, soil sampling to evaluate air monitoring impacts, development of SWP3 plan and annual updates, spill prevention, control and countermeasure (SPCC) plan development, source reduction/waste minimization (SR/WM) plan, assistance with their Environmental Management System (EMS) plan, completion of their TPDES permit, and design and contractor oversight of landfill cell construction.

W&M works at this cosmetic manufacturer (hair care products) on a daily basis serving as the in-house Environmental Health & Safety (EHS) manager. Our duties include general regulatory compliance, plant safety, and environmental training. W&M has also conducted a Phase I ESA, Phase II Investigation, remediation, closure through the TCEQ, and development of SWP3 plan for the facility.

W&M developed SWP3s for over 100 concrete batch plants and associated aggregate mines across Texas, Louisiana, and Arkansas. Site visits were conducted at each facility over a period of approximately three weeks. In addition, non-compliance issues were also noted and communicated to the Client. SWP3s were developed in accordance with each state’s General Permit. Budget and scheduling goals were achieved by developing report templates for each type of facility and conducting Site visits according to geographical areas.

This work has included real estate due diligence for mergers and aquisitions and regulatory compliance projects. Specific projects have included Phase I ESAs, Phase II Investigations, addressing enforcement issues with the TCEQ, and remediation projects. Working with this law firm required attention to detail and expertise with the fate and transport of potential chemicals of concern in the soil and groundwater.
