The Texas Commission on Environmental Quality (TCEQ) issued a Certificate of Completion (COC) applied for by W&M Environmental Group, Inc. (W&M). W&M’s client, a real estate investor, leased to a tenant who impacted the property with chlorinated solvents and gasoline constituents prior to moving their operations several years ago. The release came from closed in-place Underground Storage Tanks (USTs). The Site was closed utilizing a Municipal Setting Designation (MSD). The MSD provides an ordinance against using the groundwater as a potable resource. By securing the MSD ordinance, the groundwater ingestion pathway is removed from consideration and allowed the property to receive its COC. This is the first MSD approved by any of the Houston Villages when Bunker Hill Village approved a resolution supporting the MSD after W&M hosted an informational session at a City Council meeting.

W&M Environmental managed the Municipal Setting Designation (MSD) process for an industrial facility in the Houston Ship Channel. The MSD process involved collaborating with the City of Houston and the local community in confirming the lack of risk to the groundwater supplies of the area. Delineation of the impact from past disposal practices and communicating the property owner's commitment to removing the risk and preventing future issues was a key factor in meeting the requirements of the ordinance. W&M conducted a sewage spill investigation in Fort Worth, TX for a national insurance firm. A landowner claimed that a sanitary sewer in the neighborhood was constructed incorrectly resulting in a discharge of sewage. W&M collected soil samples at the spill site and confirmed that there was a release of sewage containing eleveate levels of E coli (Escherichia coli). W&M conducted Phase I ESAs on four properties in 2007 and 2008 for Ann Grimes as part of the Brownfields Assessment Grants from the EPA for the investigation of Brownfields properties within the City. As part of the program, the City partners with local property owners to perform environmental assessments of their property as one of the tools to evaluate environmental issues and promote redevelopment. W&M conducted utility line replacement through a former landfill site.

W&M conducted Phase I Environmental Site Assessments (ESAs), Phase II Investigations, asbestos surveys, removal of Petroleum Storage Tanks (PSTs), remediation services, regulatory closure at a number of properties at a former electric power generation facility. W&M effectively worked with the TCEQ to obtain regulatory closure certificates for several properties in a heavily developed area of downtown Fort Worth. The downtown campus and Trinity River Vision are considered critical for the future of the area. W&M completed the projects on time and within the proposed budgets. W&M’s expertise with the TCEQ at similar sites was instrumental in the successful completion of this project.

W&M has worked with the City of Plano on several projects beginning in 2000. Our work with the city has included Phase II Investigations, removal of a PST, and remediation/closure of the Tri-City (Plano, Richardson, and Garland) gun range. The gun range was impacted by lead and was entered into the TCEQ’s Voluntary Cleanup Program (VCP). W&M completed the VCP documentation, decontaminated the gun range, and remediated impacted soil. We utilized Tier II calculations to increase the cleanup concentration for soil lead and substantially decreased the costs for excavation and off-site disposal. This site has received a Final Certificate of Completion from the TCEQ.

Our staff worked with Dallas County District #6 to address contaminated soil along Interstate IH-30 in Balch Springs, Texas. The subject property was adjacent to a gasoline service station and had been impacted with petroleum hydrocarbons. The impact had stopped development of a planned subdivision and specifically the utilities along the highway access road. W&M conducted Phase II sampling at the site, designed plans and specifications for modifications to the buried utilizes, and provided general consulting services to Dallas County to complete this project.

W&M has had a long-term relationship with Greenway (local real estate developer) to perform a wide range of environmental projects including Phase I ESAs, Phase II Investigations, asbestos inspections, remediation projects, and site closures through the TCEQ VCP and Innocent Owner Program (IOP). Our work has included several challenging sites such as the former Exide battery facility on Motor Street (part of City of Dallas Brownfields project), former Alcatel facility in Richardson, and Gaston Avenue property (former dry cleaners that was granted a Municipal Setting Designation [MSD] by the City of Dallas). The MSD was utilized to close the site without long-term and very expensive groundwater remediation. W&M designed the response actions at this site and assisted the client with bidding support and contractor selection. W&M has closed a number of Greenway sites.

W&M has a long history of working with AT&T on a wide range of projects dating back to 1998. Our work with AT&T has included Phase I ESAs, Phase II Investigations, removal of PSTs, closure of LPSTs through the TCEQ PST program (reimbursable and non-reimbursable sites), site remediation, and use of soil vapor extraction (SVE) as a treatment method. W&M has successfully worked with AT&T to become one of their prime contractors in Texas and surrounding states.

The W&M staff has worked with the DHA to remove a leaking PST, evaluate paint samples for lead-based paint (LBP), conduct Phase II Investigations, and evaluate/close site through the TCEQ VCP. W&M is currently working with the DHA to close their maintenance facility through the TCEQ VCP. The facility was impacted with an on-site leaking PST (LPST) and off-site chlorinated solvents (co-mingled plume). W&M has also worked with DHA to assess and remediate their former Superfund site.
