Voluntary Cleanup Program (VCP)

The Voluntary Cleanup Program or VCP has become one of the preferred options for real estate purchasers and property owners seeking to clean up their property and obtain a certificate of completion from the state regulatory agency. Under this program, the applicant is required to investigate and cleanup their site in a "voluntary" manner unlike the enforcement program that is driven by the state.

W&M works with our clients to investigate, work with state and/or federal regulatory staff as a client advocate, remediate and close contaminated properties in as short a time period as possible and at the lowest possible cost. To accomplish this, we utilize risk-based strategies such as plume management zones, city municipal setting designations (MSD, see below), classification of groundwater as low yield, Tier II calculations, and background analysis for metals. W&M has worked on and closed a wide range of sites including lead battery facilities, industrial warehouses, cable manufacturers, dry cleaners, and service stations.
