Frank is a native of Boston, Massachusetts where he received degrees in engineering from Tufts University and MIT. He has been the Project Manager or Principal-in-Charge of over 1,500 environmental and geotechnical engineering projects throughout the northeast and southwestern United States and in Europe.
Specific areas of technical expertise include: environmental site assessments; geohydrologic investigations; vapor intrusion/mitigation; landfill engineering and closures; geo-environmental engineering; and, evaluation/design of closure solutions for contaminated soil and groundwater. He has a strong knowledge of Texas regulations and has been retained by prospective purchasers to assist with strategic consulting to evaluate risks and liabilities. He has extensive experience with the closure of sites through the Texas Voluntary Cleanup Program (VCP), liability release through the Innocent Owner/ Operator Program (IOP), and implementation of groundwater use restrictions to obtain closure on urban sites using the Municipal Setting Designation (MSD). He is most proud of his son who is currently attending Harvard University.
