The property contained a fabrication plant that had experienced a release of chlorinated solvents into soil that migrated into the underlying groundwater in the 1990s. The site was entered into the Texas Voluntary Cleanup Program (VCP) in 1999 and extensive groundwater investigations were undertaken. The groundwater plume was defined to be located entirely on the Site and its stability had been established by over a decade of groundwater monitoring. Although no impacts to area water wells were identified, the concentrations exceeded default cleanup criteria established by TCEQ for Class 1 groundwater.
Since all other exposure pathways had been addressed, a restriction on groundwater use was sought using the MSD process. Braun Intertec / W&M coordinated with the City of Lubbock’s environmental staff, and attended a public meeting and City Council hearing to describe the MSD process and demonstrate that the approval of an MSD on the property would be fully protective of environmental receptors. Lubbock approved the MSD ordinance in July 2013, and Braun Intertec / W&M is preparing to submit the MSD to TCEQ for certification. For more information, contact Frank W. Clark, P.E., P.G., CAPM.
